Our Grant Services Program responds to the challenges our members face on an ongoing basis for additional resources and operating revenues. This program enlists the assistance of experts willing to provide a variety of services to assist counties with defining grant issues, developing funding strategies, identifying sources of grants or loan funding, and completing grant applications.
In response to the need for additional resources to meet the challenges facing counties, the Michigan Association of Counties Service Corporation (MACSC) has created a Grant Services Program to assist in capturing more funds for Michigan’s 83 counties. The program enlists the assistance of experts willing to provide free services and assist counties in:
- Defining issues,
- Developing funding strategies,
- Identifying sources of grants or loan funding, and
- Completing grant applications.
"There were 20 people in attendance at the Brownfield Workshop yesterday morning; and as expected - Flo McCormack of the Michigan Association of Counties did a great job summarizing the process, answering questions, and talking to attendees about projects. In the afternoon, there were 5 different appointments with individuals who spoke with Flo about potential brownfield projects. I've continued to receive calls and questions today, from others. I felt the Workshop was very successful and it also established our 1st step of the EPA grant - as an outreach meeting. Flo and I went through the next set of documents that need to be completed with regard to the EPA petroleum grant project. I will be moving forward with the next steps to be completed for this project; and will be bringing the revised "hazardous materials grant application" back to the County Board in September to request we re-submit it for 2008. Background: The City of Detroit was selected by the U.S. EPA to host Brownfields 2008. EPA working with the host city and the International City/County Management Association (ICMA) plans the program and logistics for this conference. EPA has sponsored this brownfield conference for 11 consecutive years…holding the last one in 2006 in Boston – that conference had 6,000 registrants. Though scheduled from May 5-7, 2008…pre-event activities make this actually a 4-day activity.

Promoting Wood Biomass Energy in Michigan Institutions Grant Announcement and Request for Proposals
Maximum Grant Amount: $65,000
Application Closing Date: March 3, 2008
Synopsis: The Southeast Michigan Resource Conservation and Development Council has been working since 2004 to identify value-added uses for urban wood residues, driven largely by the need for wood disposal options following the state's emerald ash borer outbreak. The council is allocating these grant funds to one or more institutions to fund retrofitting or replacing an existing boiler to accommodate wood fuel. Funding preference will be given to suitable schools, public buildings, and institutions within the Southeast Michigan RC&D Council area (Lenawee, Macomb, Monroe, Oakland, St. Clair, Washtenaw, and Wayne Counties). A matching requirement of at least 1:1 is required.
Coastal Counties Restoration Initiative
Maximum Grant Amount: $50,000-$100,000 based on need
Application Closing Date: March 24, 2008
Synopsis: CCI will provide grant funding to improve stream, river, estuarine and other important marine habitats. A priority area for CCRI is the removal of fish passage barriers in coastal streams and rivers.
Grant Funding Opportunity for Waterfront Redevelopment Projects

Synopsis: The Department of Environmental Quality announced today that approximately $750,000 in Waterfront Redevelopment Grant funds is now available for projects across the state. The DEQ is requesting proposals for projects that revitalize waterfronts, create economic benefit for communities, and provide waterfront access for the public. Waterfront Redevelopment Grant funding can be used for any of four eligible activities:
Environmental response activities, property acquisition, infrastructure, and public facility improvements and demolition. The project can be part of a larger development or a stand-alone project. The proposal must include a minimum of 25 percent local match.
USDA Utilities Program: Assistance to High Energy Cost Rural Communities
Maximum Grant Amount: $5,000,000
Application Closing Date: March 28, 2008
Synopsis: USDA Rural Development’s High Energy Cost Grant Program offers financial assistance to provide or improve energy generation, transmission, and distribution facilities serving rural communities with home energy costs exceeding 275 percent of the national average. Eligible purposes include the acquisition, construction, installation, repair, replacement, or improvement of energy generation, transmission, or distribution facilities in high energy cost communities. On-grid and off-grid renewable energy projects, and implementation of energy efficiency, and energy conservation projects are eligible. See grant announcement for all eligibility requirements.
National Community-Based Lead Outreach and Training Grant Program
Maximum Grant Amount: $250,000

Synopsis: The U.S. Environmental Protection Agency (EPA) is soliciting grant proposals from eligible entities to reduce incidences of childhood lead poisoning in low-income communities with older housing. Potential activities include outreach, training, ordinance development, and other activities that would result in reduction of childhood lead poisoning.
Inland Fisheries Grant
Maximum Grant Amount: $200,000
Application Closing Date: Applications due March 31, 2008
Synopsis: The Inland Fisheries Grant program is intended to foster citizen and community understanding and appreciation of inland fisheries resources and to encourage participation and commitment to the improvement and protection of inland fishing opportunities, habitat, and fish communities. Eligible applicants include individuals, nonprofit organizations and units of government -- including school districts. Preference is given to nonprofit organizations and governmental units. For both 2008 and 2009, the focus area for the IFG program is the Management of Dams. Projects will only be considered if they mitigate the impacts on a fishery caused by the operation of a dam. The program has a 50 percent match requirement
Michigan Natural Resources Trust Fund: Grant Applications Now Available
Maximum Grant Amount: $15,000-$500,000
Application Closing Date: April 1, 2008
Synopsis: The MNRTF provides funding assistance for state and local outdoor recreation needs, including land acquisition and development of outdoor recreation facilities. This assistance is directed at creating and improving outdoor recreation opportunities and providing protection to valuable natural resources. Both local government and the DNR may compete for MNRTF assistance. Development projects eligible under the MNRTF include waterfront parks, non-motorized trails and riverwalks, fishing and boating access sites, shooting ranges and other facilities.

Description: The ROOT program will assist residents in southeast Michigan’s 21 Emerald Ash Borer (EAB) quarantined counties in replanting trees lost to EAB.
2008 Woodstove Change-out Grant Program
Eligibility: Generally, a wood burning appliance installed prior to 1990 is eligible for change-out.
Description: The Department of Environmental Quality announced today that applications for the 2008 Community Pollution Prevention (P2) Grant are available and being accepted through April 4, 2008. The 2008 Community P2 Grant Program seeks to improve indoor and outdoor air quality through P2. The Wood Stove Change-Out program will create a campaign to educate Michigan citizens about the benefits of upgrading to cleaner burning technologies for hearth appliances, and an incentive program to achieve a goal of replacing 500 uncertified wood burning stoves.The DEQ has a total of $100,000 available in grant funding to supply the incentives for the stove change-outs. Organizations receiving this grant must provide a match of at least 25 percent, and the maximum grant amount is $100,000.
